Dental Care:
Oral Health Care- Provides routine and emergency dental
care for persons with HIV/AIDS. To include diagnostic, prophylactic,
and therapeutic dental services and the equipment necessary to adequately
treat and maintain good oral health. Cosmetic dentistry is prohibited. All dental care through Ryan White funding
requires a referral from your case manager.

The
Star-Plus program (Texas version of Medicaid) provides more in terms of
dental services, but it depends on the plan. One plan provides no adult
dental services while another has a cap of $500 per year for exams,
cleaning, fillings and extractions and then there is a 25% discount for
services that exceed the cap.
Most HIV/AIDS patients that access outpatient medical care through the
clinics are uninsured and need to qualify for disability before becoming
eligible for Medicare and Medicaid. The disability application process
through Social Security can take many months, often involves initial
denials followed by a lengthy appeals process.
The numbers of HIV/AIDS patients
that who do not
qualify for Medicare/Medicaid far exceed those who do. A brief
research leads me to believe that the MEDICAID dental is a one time
benefit when you first qualify and is prophylactic. MEDICARE HMO's
generally provide for a cleaning/exam once a year. Neither provides
for extensive dental work (i.e. root canals, crowns, dentures, etc). |
